Shin-chan’s Rationale: Finland has a high score on PISA so he is interested in Finnish education. The English level of Finland is high. For example, the average TOEFL score is 96 out of 120. there is a reason why FIN can do this. the teachers arent forced by the ministry of Education in FIN. The course of study in FIN just says about the goal in English classes. they are allowed to do their own teaching method.
